The city remained part of Baltimore County and continued to serve as the county seat from 1768 to 1851. After that, Baltimore became an independent city. It continued to grow in the area by annexing new suburbs from neighboring counties until 1918. During that year, the city acquired parts of Anne Arundel County and Baltimore County. This move led to a state constitutional amendment in 1948 that required public participation in any proposed annexation. This prevented any future expansion of Baltimore's boundaries. Towards the end of the 20th century, Baltimore experienced a shift in its economy as manufacturing companies were established in the city. This saw the city become a manufacturing economy rather than one based on agriculture.
